No "Settings" Option (Can't Create Projects or Clients"

I am following up with a very similar issue to:

I have no "settings" option. I don't seem to have the ability to create projects or clients.

 

I'm not sure how to proceed.

 

I have followed the instructions in the aforementioned ticket and cleared the cache as instructed, but this did not resolve my issue.

The Solution was as follows:

 

I had to create a new account under edit accounts, with the same email address I was using for my "Owner" account. I then deleted the original default account.

 

Now the product seems to be working normally.
