Is a Member of a specific project only able to add Time Entries when assigned as a Manager?

A Member of a specific Project is only able to add Time Entries when he is assigned as a Manager to that specific project. Why is this?

I think being a Manager of a specific Project should only relate to the reporting section: it'll create the ability to also see the Time Entries of the Managers' Team Members in the reports.

I my opinion any member should be able to add Time Entries to assigned Projects.

That's not true. Any project member is allowed to log time entries to the project. Please check your settings again.

I tested again and indeed it is possible.

I misinterpretted the concept of the Project tab: I assumed that you're only able to enter timesheets to projects that appear overthere. But that is not correct: projects only appear overthere when you have Manager rights to those projects (so you if you prefer you can add other Team Members to your Projects).

You can select all the projects where you're assigned to when at the Time tab (when hitting the 'Add Time entry' button or when editing existing timesheets).
