I have a few members that forget to track their time and want to do so after the fact. It appears that normal members are unable to add time entries for previous weeks. Is there a setting I can change to allow this?

In the current version regular members are allowed to edit only 2 last days. There is no setting to change this behavior. We'll think about adding one.
Account admin is allowed to edit any day of any account member. Regular members are meant to contact admin for logging time for an older day.
Two days is our internal policy.
